Jack has proudly served the residents of Ward 2 since 1991, when he was first elected to the Council in a special election. He was since re-elected in 1992, 1996, 2000, 2004, and 2008. Jack served as Chair Pro Tempore (Vice Chair) of the DC Council from 1999–2010.

At the Council, Jack serves as Chair of the Committee on Finance and Revenue, which oversees the District’s finances and tax policy. His efforts to keep the District’s finances fiscally sound have resulted in 14 years of balanced budgets and led to the city’s AAA bond rating. Jack also serves on the Committee on Public Safety and the Judiciary, where he focuses his attention on building strong neighborhoods and protecting peace, order, and quiet.

Jack, 57, is a native of Pennsylvania. He received an economics degree with honors (cum laude) from the Wharton School of the University of Pennsylvania in 1975 and a law degree from the University of Pittsburgh School of Law in 1978. He began practicing law at the Securities and Exchange Commission in the Division of Enforcement and currently serves as Counsel at Patton Boggs law firm.

As the longest serving Councilmember, Jack has twenty years of experience and plenty to show for his two decades of public service.

On September 18, 2010, Jack married Michele Price. They live in Georgetown with their six children — Katherine, John, Christine, Sam, Maddy, and Jack. Their golden retriever Kelly lives there, too.
