Thousands of spectators gathered in the heart of Dupont Circle to watch hundreds of costumed participants show off their extravagant outfits and race down historic 17th Street as part of the 25th annual High Heel race.
"Congratulations to the organizers of this year's event, the best I have attended to date," said Evans. "This is a great way to celebrate the diversity of our city, the great neighborhood of Dupont, and kick off Halloween."
Evans served as Grand Marshal for the race and presented the 2011 awards to champion Craig Williams and runner-up Stephen Richer.
